In 1940 the Presbyterian Church in the U.S.A. established the United World Emergency Fund, which became the Wartime Service Commission in 1942. In 1941 it created the Presbyterian Emergency Service Commission to work with service personnel; this became a special committee of the Wartime Service Commission in 1942 called the Special Committee on Camp and Church Activities.
